Swannanoa Valley Youth Development Center is one of nine youth development centers (ydc's) operated by the NC Department of Juvenile Justice and Delinquency Prevention. We are a secure treatment facility for adjudicated youth sent to us by the juvenile court system of NC. We are "secure" in that we are a fenced facility with strict limitations on the movement of the young men ("students") in our care. Our buildings are locked, with students moving only under staff escort. Our students, who range in age from 10-18, are from the western portion of NC. We are a "treatment enter" rather than a "prison" because our programs are designed to bring about therapeutic changes in behavior rather than strictly punishment or isolation from society. An extensive clinical staff provide considerable support to these therapeutic programs. We currently average 48 students on the campus.
Ministry in this setting also requires a lot of flexibility. Planned activities, including worship services, are always subject to changes due to students' misbehavior, as well as confusion over schedules. Crises arise, such as a death in a student's family, an altercation with another student or staff, or a crisis in the life of a staff member (We are the staff's chaplain also.). When crises arise, planned activities must be put aside in order to be a pastoral presence in the crisis.
